Democrats on the Subcommittee are committed to managing, developing, and improving America’s water supply in an environmentally and economically sound manner. Democrats are also dedicated to developing our domestic energy resources by promoting affordable, environmentally-sustainable hydroelectricity.
Subcommittee Priorities
Democrats are committed to fighting the effects of climate change and supporting solutions that ensure reliable water resources for the benefit of communities, ecosystems, and economies. This Natural and Working Lands Expert Advisory Committee will support the implementation of AB 1757. Committee Democrats support responsible approaches to hydropower production that adhere to environmental laws. Most hydropower dams—whether owned by the Bureau of Reclamation, other governmental agencies, or private entities—were built several decades ago, before a recognized need to consider climate change and fish passage in construction. Democrats have sponsored and passed bipartisan legislation to strengthen enforcement mechanisms to stop IUU fishing and implementing legislation for the Agreement on Port State Measures to Prevent, Deter, and Eliminate Illegal, Unreported, and Unregulated Fishing (PSMA). Moving forward, Democrats will continue to work to protect American fisheries, stop human rights abuses in the seafood supply chain, and strengthen coastal economies.

Subcommittee Democrats continue to advance solutions to support new water infrastructure, including drought-proof water recycling projects like well-designed desalination and water recycling projects. Subcommittee Democrats are using the best available science to make informed decisions protecting the oceans, ecosystems, and coastal communities we treasure from the consequences of climate change. In conjunction with these efforts, Democrats support improving access for recreation on federal lands, including increasing opportunities for hunters and anglers who engage in ethical practices such as using non-toxic materials. Subcommittee Democrats secured historic funding for Climate Ready Fisheries in the Inflation Reduction Act. These funds will support the inclusion of climate and environmental change data into fisheries management decisions and allow for the conservation and protection of vulnerable fisheries and coastal ecosystems across the country. When improperly sited or operated, hydropower projects can cause serious harm to fish and wildlife, water quality, recreational opportunities, and tribal resources. Hydropower facilities can obstruct fish access to crucial habitat areas for spawning, leading to declines in fish populations and, in some places, devastating impacts to the tribes that have depended on these fisheries for generations. Some of the earliest conservationists were sportsmen like President Theodore Roosevelt, who advocated for the preservation of wild places so that Americans would always be able to enjoy hunting and fishing in the outdoors. In the century since his presidency, conservationists and sportsmen have worked together to implement sound environmental policies that enhance habitat protection and increase public lands access.
Water, Wildlife and Fisheries
The CLC is an advisory group comprised of community leaders who will advise on and support outreach and engagement efforts throughout the construction of the project. The California Natural Resources Agency (CNRA) is required by Senate Bill 27 (Skinner, 2021) to create a Carbon Sequestration and Climate Resiliency Project Registry. The Registry is intended to facilitate funding of nature-based and direct air capture projects that deliver on California’s climate goals. It ensures equitable community representation and improved decision-making within county Juvenile Justice Coordinating Councils. The Administrative Code authorizes other Boards and Commissions to receive a $50 stipend per meeting attended though stipends are typically waived. Appointees must be voting residents of the City of Los Angeles and cannot be members of the City Council nor sit on more than one Board or Commission at a time. The House Vacancy Announcement and Placement Service ("HVAPS") assists House members, committees and leadership by posting job vacancies and maintaining a resume bank.
Conflicts between preserving the land as wilderness and using it for logging, grazing and mining often fall to this committee and then Congress to resolve. The panel also oversees water projects, many environmental issues and even management of wildlife refuges. The committee is crucial to Representatives with many of the nation’s public lands in its districts, especially those from the West. In recognition of Earth Day, the Subcommittee on Federal Lands hosted the committee's second outdoor field hearing of the 118th Congress in Utah, centered on public land access issues. After this kick-off webinar, we hosted virtual workshops organized around California’s eight natural and working landscapes. Our goal was to gather input on how the strategy can best drive climate smart land management to deliver on California’s climate goals – achieving carbon neutrality and building resilience to climate impacts.

The United States has made great strides in making fisheries more economically and environmentally sustainable, as well as in protecting vulnerable ocean ecosystems and species like sharks, whales, and coral.
A number of our bedrock environmental laws contain citizen suit provisions, including the Clean Air Act, National Environmental Policy Act, and Endangered Species Act. Citizen suits have leveled the legal playing field for all Americans and have led to significant improvements in public health, environmental quality, and natural resource management. Compounding these difficulties, Southern Utah has become the epicenter of the larger national debate between conservation and preservation. From unpopular expansions of national monuments to proposed natural asset companies seeking to lock up access to public lands, radical environmental policies threaten the freedoms and traditional outdoor lifestyles that Utahns have long cherished.
Democrats have sought to strengthen protections for endangered and threatened species by requiring the U.S. Fish and Wildlife Service to certify that any international trophy hunting of those species can be proven to enhance the conservation of the species before permitting the import of a trophy. As the Earth’s largest carbon sink, the ocean absorbs 1/3 of the carbon dioxide humans emit into the atmosphere, which is equivalent to 22 million tons per day. But, the absorption of atmospheric carbon dioxide is changing the ocean’s chemistry, causing it to acidify at an alarming rate.
